Here's how a common job adds up. A two-car driveway of about 600 sq ft at $8 to $14 per sq ft comes to $4,800 to $8,400. If the old slab has to come out first, tear-out adds $2 to $4 per sq ft, so the same driveway lands at $6,000 to $10,800. Going from 4 to 5 inches thick adds roughly 20% to the concrete cost and raises load capacity by nearly half, per Concrete Network's driveway basics. That's worth paying for if a boat trailer or work truck parks there.

City Permit or County Permit: The Parcel Decides

A Winter Haven mailing address does not tell you who issues the permit. Inside city limits it is the City of Winter Haven Building and Permitting Division, which moved 2026 and newer permits to its Accela portal (older history stays in eSuite), per the city's permits page. Apron and curb work in the street right-of-way also needs a permit from the City Manager under Sec. 15-42.

Step outside the line and the rules change. Cypress Gardens, Inwood, Wahneta and Jan Phyl Village are unincorporated, so Polk County's Building Division issues those permits, not the city. Highland City, Lakeland Highlands and Medulla carry Lakeland mailing addresses but are county too, not the City of Lakeland. Polk lists slabs next to a house, sidewalks, and driveway portions in the right-of-way or setbacks as permit work.

Florida's newer under-$7,500 exemption in s. 553.79 may cover some small single-family jobs, but it takes a written request with the contract, and it does not apply on a lot partly or fully in a flood hazard area or to structural work. A job can't be split to fit under it. Over $2,500, Florida's lien law applies and a Notice of Commencement gets recorded and posted before the first inspection; over $5,000, the building department wants a copy. Lake Water, Sand Ridges and Muck Under Winter Haven Yards

Winter Haven is a lake town, and the ground shows it. In a 74-point sample across the city, about one point in five landed on open water. The Southwest Florida Water Management District counts 19 connected lakes in the Chain of Lakes, five in the northern chain and 14 in the southern.

The soil swings from one block to the next. NRCS maps put excessively drained Candler sand under part of town and poorly drained units like Felda fine sand, Immokalee sand and Hontoon muck under other parts. Sand ridges shed water fast. Flatwoods and muck pockets hold water near the surface in the wet months, so we dig out soft spots, bring in clean fill in lifts, and set the grade so water runs off the slab and away from the house.

Flood maps matter too. About 24% of the sampled land in the city sits in a FEMA A or AE zone. On those lots the $7,500 permit exemption is off the table, and a new building must sit with its lowest floor at least 2 ft above base flood elevation under city Sec. 5-23. Look up your parcel on the FEMA Flood Map Service Center before you plan an addition slab.

Weather sets the calendar. The National Weather Service puts our rainy season at May 25 to October 10, with the heaviest rain from July into early September, so summer pours go out early in the day and get covered quickly.

Lot Sizes, Lake Setbacks and Coverage Caps in the City

The typical single-family lot in Winter Haven is small, with a median of about 0.17 acres (roughly 7,500 sq ft), and only 280 single-family parcels in the city run an acre or more. On a lot that size, every slab you add eats into the limits the city sets.

Under Sec. 21-102, sheds, workshops, pergolas, detached garages and carports go in the side or rear yard, stay out of required planting buffers and utility easements, and count toward impervious surface and stormwater calculations. In the R-1 zone, all accessory structures together can cover at most 15% of the lot, capped at 1,200 sq ft on lots up to an acre, with 3 ft side and rear setbacks. If you are planning a slab for a shop or carport, check the zoning on your parcel first.

Lakefront lots have one more line to respect. The city sets a regulatory high-water elevation for each named lake (about 131.8 to 131.9 ft for the Southern Chain lakes like Howard, Shipp, Eloise and Hartridge), and accessory structures must stay 25 ft back from it. Where a seawall exists, that distance is measured from its landward side. We bring a tape and the survey to the site visit so the slab footprint you approve is one the city will accept.
