Medulla has a Lakeland mailing address and a Polk County permit office
Medulla has been on the map a long time. The Henry Hays Map of Medulla was recorded in 1910, and Presha Subdivision followed in 1946. Today every one of the 3,054 single-family homes on the Property Appraiser roll lists Lakeland as its postal city. That's the post office talking, not the permit office.
At the 2020 Census, Medulla was a Census Designated Place, which by definition is unincorporated land with no city government. Polk County's city-limits layer showed county land at every point we sampled. So a driveway, slab or sidewalk from concrete contractors in Medulla goes to the Polk County Building Division, not the City of Lakeland. If an edge parcel was annexed after 2020, the city that took it in would issue the permit, which is why we look up your parcel first. Our Polk County permits by city guide covers the details, and our service area page lists every town we cover. Settle that question before permit work starts, no matter who pours your slab.
Pomona, Myakka and clayey ground: why half of Medulla rates very limited
Across 68 sample points, the NRCS soil map shows Tavares fine sand on 27.9%, Pomona fine sand on 13.2% and Smyrna and Myakka fine sands on 10.3%. Haplaquents (clayey) covered 7.4%, and Nittaw sandy clay loam, frequently flooded, 5.9%. Add it up by drainage and 26.5% of points rated poorly drained, 22.1% very poorly drained and 11.8% somewhat poorly drained. Another 30.9% rated moderately well drained, and only 7.4% came back well or excessively drained.
UF/IFAS groups Pomona, Myakka and Smyrna with the flatwoods soils, sandy and mostly poorly or very poorly drained. A South Florida Water Management District study puts the seasonal high water table on Myakka and Smyrna type soils half a foot to a foot and a half below the surface for about four months a year. The Polk County Water Atlas adds that compacted soil soaks up rain more slowly, so standing water shows up after storms.
None of that rules out a slab. It means the base, the grade and the timing matter more here than on dry ridge sand. We probe the yard at the estimate so you know which ground you're on before you see a price.
